On 14 January, Gisha’s Director of International Relations, Beth Oppenheim, participated in an online briefing hosted by Diakonia on the legal and practical challenges to overcoming COVID-19 in Gaza. Beth discussed Israel’s enduring control of Gaza, despite its disengagement in 2005. She outlined how Israel continues to control the Strip’s sea and air space, as well as its land border crossings for people and goods (with the exception of Rafah). She concluded that Israel’s substantial control over Gaza gives rise to a legal obligation to protect Gaza residents. That means Israel must protect Gaza from the pandemic, including by providing the vaccine. Where needed, Israel must contribute to covering the cost of the vaccine and its distribution, unconditionally.
